As Per an Economic Times report, Apple has not entirely refused to comply with the order by the ministry of electronics and information technology (MeitY), but it has made it clear that it cannot “arbitrarily” remove the betting apps and make them unavailable in India.
Based on the information that Apple has reportedly said that since the betting apps are valid and legal in other countries, it would be difficult for them to remove them in India.
As some interim relief/compliance, iPhone-maker Apple has reportedly taken down some of the apps that the MeitY banned in February.

The reports adds that some betting apps like Betway, BetNetix and Bet Analytix, even though were a part of the list of banned apps, are still available on App Store. However, Google Play Store has already removed them.
IT Minister Rajeev Chandrasekhar said the government would establish multiple self-regulatory organisations (SROs) that will approve games that comply with the rules for operation in the country.
